Blinken will meet with senior Chinese officials in both Shanghai and Beijing during his April 24-26 visit, the official said. The official said Blinken has “three primary objectives for his trip to China.”“First, making progress on key issues; second, clearly and directly communicating concerns on bilateral regional and global issues; and third, responsibly managing competition,” the official said. Blinken, he continued, “will also reaffirm the importance of peace and stability across the Taiwan Strait.”During Blinken’s trip to China last June, he met in Beijing with top officials, including President Xi Jinping. The call came amid heavy global turbulence — the ongoing wars in Gaza and Ukraine, as well as North Korea’s nuclear capabilities, were topics of discussion. The two also spoke about issues that have strained the Washington-Beijing relationship, including Taiwan, China’s recent provocations in the South China Sea and Beijing’s human rights abuses.

Hong Kong CNN —China’s coast guard used water cannon against Philippine boats in a contested area of the South China Sea on Saturday, the latest in a string of maritime clashes between the two countries. The AFP also accused the Chinese coast guard of performing a “dangerous maneuver” by crossing the bow of the resupply vessel before using the water cannon. It said China subsequently installed floating barriers to “prevent further entry of any vessels.”A Philippine Coast Guard vessel had been “impeded and encircled” by a Chinese coast guard ship and two Chinese “maritime militia” vessels, the agency said, cutting it off from the resupply boat. The ship is now mostly a rusted wreckage and is manned by Philippine marines stationed on rotation. The latest run-in came just four days after Secretary of State Blinken told a news conference in Manila that the United States had an “ironclad commitment” to defending the Philippines in the South China Sea.

Is TikTok Chinese? In March 2023, CEO Chew was repeatedly pressed by US lawmakers on whether TikTok was Chinese. According to TikTok’s own website, its subsidiaries around the world are all structured under Bytedance Ltd.Is ByteDance Chinese? At last year’s congressional hearing, Chew didn’t directly answer any questions about whether ByteDance is a Chinese company either. That means the Chinese government now owns 1% of Beijing Douyin Information Service, which is the domestic Chinese unit of Bytedance.

Washington CNN —Chinese-made drones “continue to pose a significant risk to critical infrastructure and US national security” and companies should be wary of using them, the FBI and Cybersecurity and Infrastructure Security Agency warned in a new memo issued Wednesday. “Our nation’s critical infrastructure sectors, such as energy, chemical and communications, are increasingly relying on [unmanned aerial systems] for various missions that ultimately reduce operating costs and improve staff safety,” said CISA Executive Assistant Director for Infrastructure Security Dr. David Mussington in a statement. The Department of Homeland Security has been warning about the risks posed by Chinese-made drones, which dominate the global market for commercial drones, for years. “CISA and the FBI rightly point out the risk, and more importantly, how to mitigate these known cyber risks. It’s clear that the United States government has deemed Chinese-made drones a threat to security as China’s dominance of the electronics supply chain, including drones, is harming U.S. national security interests.”

CNN —For the US, Saturday’s Taiwan election results signal the continuation of heightened tension with China over the issue of Taiwan’s sovereignty. This will be the case regardless of who wins the US presidential election in November. In fact, support for Taiwan is one of the few policy issues on which there is agreement between Republicans and Democrats. Overall, Taiwan’s voters chose continuity over change by delivering a victory to Lai and the incumbent DPP. “We hope this G20 summit will show that the world’s major economies can work together even in challenging times,” US national security adviser Jake Sullivan said this week. The institutions, created in the aftermath of World War II, have long funded education, public health and infrastructure programs in developing countries. Sullivan said this week the World Bank reforms were “not against China,” noting Beijing is a shareholder in the bank. “The biggest shareholders of the World Bank are all sitting around the G20 table. The contrast between Biden’s presence at the summit – which includes a number of developing countries – and Xi’s absence will also give the American president an opportunity to highlight the US’ commitment to the developing world.

Waters had also served as the head of the Office of China Coordination - informally known as 'China House' - a unit the department created late last year to meld China policies across regions and issues. Whether Lambert will assume the China House coordinator title is still being discussed, sources said. It was unclear when the State Department will formally announce the appointment. The State Department pushed back on criticism about China House, saying it was one if its highest-functioning teams. Senior officials have acknowledged morale and staffing problems at China House, but denied they were linked to how the State department carries out China policy.

New York CNN —Fitch Ratings downgraded US long-term debt late on Tuesday from AAA to AA+, citing this spring’s debt ceiling standoff as a major reason. In the midst of the very tense debt ceiling standoff of 2011, Standard and Poor’s downgraded US debt for the first time in history. “My sense is that the Fitch downgrade of the US credit rating is an insignificant development and will not move financial markets or the economy,” said Joseph Brusuelas, chief economist at RSM US. “The majority of our clients’ investments in China are through index funds, and we are one of 16 asset managers currently offering US index funds investing in Chinese companies,” BlackRock said in a statement to CNN. “With all investments in China and markets around the world, BlackRock complies with all applicable US government laws.

Washington CNN —China has been operating military and intelligence facilities in Cuba since at least 2019 and is continuing to expand its intelligence gathering capabilities around the world, a Biden administration official and two other sources told CNN Saturday. The administration official said China “conducted an upgrade of its intelligence collection facilities in Cuba in 2019” under the Trump administration and described the challenge as “inherited.”“This is well-documented in the intelligence record,” the official said. CUBA, HAVANA - AUGUST 02 : Aerial view of the city of Havana on August 02, 2017 in Havana, Cuba. Former US Ambassador to China Max Baucus said Saturday he was “surprised” the Biden administration initially denied reporting that China has operated intelligence and military facilities in Cuba and acknowledged China has long had a “presence” in Cuba. The Chinese military and intelligence sites monitor maritime traffic, the US Guantanamo naval base and communications, the source familiar with the intelligence said.

CNN —China has rejected a United States proposal for Defense Secretary Lloyd Austin to meet with his Chinese counterpart Li Shangfu at the Shangri-La Dialogue Security Forum in Singapore this week, according to a Pentagon statement. In the statement, the Pentagon said China had declined an invitation extended in early May for a meeting, but said the refusal would not deter the US from seeking better lines of communication. In response, the Chinese Embassy in the US questioned the sincerity and significance of the invitation, pointing to US sanctions imposed on Chinese officials, institutions and companies. The Wall Street Journal first reported China’s refusal to participate in a meeting between the defense chiefs. Austin told CNN earlier this year that he had not spoken to his Chinese counterpart in “months,” and China has continued to rebuff requests for meetings and phone calls, defense officials said.
WASHINGTON, Jan 24 (Reuters) - The United States has determined that some Chinese companies are providing non-lethal assistance to Russia for use in the Ukraine war and officials are noting their concern to the Chinese government, a source familiar with the matter said on Tuesday. The source, speaking on condition of anonymity, said: "What we're seeing is non-lethal military assistance and economic support that stops short of wholesale sanctions evasion." The United States has warned the Chinese government of consequences should China provide weaponry to Russia for use against Ukraine. It is unclear if the Chinese government is aware of the activity, the source said. U.S. officials are reaching out to Chinese authorities through diplomatic channels, the source said.
NEW DELHI, Nov 30 (Reuters) - China has warned the United States to not interfere in its relationship with India following deadly border skirmishes between the Asian giants in 2020, the Pentagon said in a report. Ties between India and China have nosedived since the worst border clashes between them in 45 years killed 20 Indian and four Chinese soldiers. India is part of the so-called Quad alliance with the United States, Japan and Australia that aims to keep China's influence in the Indo-Pacific region in check. "The PRC seeks to prevent border tensions from causing India to partner more closely with the United States. PRC officials have warned U.S. officials to not interfere with the PRC’s relationship with India."
